WebExtensions can't read random files without user interaction. If you did that anyway, then you'd need to write or find an ini parser to handle. You could maybe use a native connection to your application. All the add-on documentation can be found at https://developer.mozilla.org/docs/Mozilla/Add-ons/WebExtensions and https://thunderbird-webextensions.readthedocs.io/en/latest/

If you did want to modify core, there's INIParser, however if you do modify Thunderbird from the defaults, then you can't redistribute it with the Thunderbird logos/trademark due to the licensing.
