WebExtensions can't read random files without user interaction. If you did that anyway, then you'd need to write or find an ini parser to handle. You could maybe use a native connection to your application. If you did want to modify core, there's INIParser, however if you do modify Thunderbird from the defaults, then you can't redistribute it with the Thunderbird logos/trademark due to the licensing.
